Can we make any user as Staffing Agent by adding recruiting Agent role to them?

Summary:

Hi,

We have a requirement to make the existing user as Staffing Agent in system. When I add "Recruiting Agent" role to that user, the user able to access "Agency Hiring" but the Recruiter cannot see this user in Staffing Agents dropdown while posting the job requisition.

If I create a new Recruiting Agency with the user's email, the username is different which will create difficulty in login to the user.

For example, if the user's actual username and work email is xyz@oracle.com, the username after creating staffing agent is xyz1@oracle.com

Can anybody please help me to resolve this.
