Can HR Specialist/Administrators edit completed development Goals created by workers?

Can HR Specialist edit completed Goals created by workers?

I have enabled the option to reopen development goals, however as an HR specialist /Administrator I still cannot edit goals created by workers?

I can only edit goals created/assigned by HR Specialist.

It seems workers only able to edit their completed development goals .

Can someone please assist? we have scenario where as an administrator i should be able to edit completed development goals.
