Formula for NOT Current Year ("Worker"."Employee Hire Date")

I have an OTBI report where the data returned should be for employees NOT hired in the current year. For example, today if the report runs, it should only return data for employees with a hire date less than (before) the current year 2023. In Feb 2024 when the report runs it should only return data for hire dates not in 2024; in other words, before 2024.
