Is there a workaround for a merge error when a candidate doesn't have an active work relationship?

Summary:

When trying to merge a candidate in ORC we receive an error stating: "You cant merge candidate ___ because this candidate has active work relationships. (IRC-1590860)." (screenshot below)

We have reviewed and this candidate doesn't have any active work relationships and we don't have a way to get past this error.

Note: We did try this on the Core HR side as well and receive the same error.
