Canadian Tax Calculation Report error

Summary:

No data appear but error message shows Logging level or required privilege missing. Minimum logging level required is 'F'. User should have the Attachments Administrator role

The Logging category detail information under Process Configuration set to F and a custom Job role inheriting duty role of Attachments Administrator role added to user. Reran the report and still getting above error.
