Report not opening in new tab from Journey

Summary:

We have created journey based on the report linked to the document of record(DOR), which is accessed as PDF file for the employee.

Content (required):

When user clicks on the report link in journey, it downloads the file into the system. We need the file to be opened in the new tab instead of downloading, as the user might have locating the file in the system.

We tried adding "&noSaveAs=1" tag to the URL in the checklist but the report is still getting downloaded. I tried using xpt and xmode in the URL as well.
