How to enable target outcome only for HR for development goals?

Hi All,

I see that target outcome section is enabled for the employees when they create development goals.

Problem with this approach is that employees are free to add any competency (sections) with the development goals and same gets added when they mark goal completed.

Is there any option that Target Outcome is read-only for the employee. Only HRs should be able to update that section.
