What is the use of learning section in development goal?

Hi All,

We can see a learning section while creating development goals, I would like to understand the business use of it.

1. We can't have that section when approval is enabled for development goal. - Any idea why is this condition in place?
2. When we attach learning and submit the goal (which is auto approved) those learning items are not there in the learning history? - Is it expected, if so, what is the use of adding those learning.
3. When we complete those learning, will development goals will be marked completed automatically?
