Recruiter able to see all Offers, even for requisitions they have no connection to

Summary:

We have a group that we have given Recruiting access to because they are frequent collaborators and need to be able to edit Offers. However, they are able to see ALL offers, even for requisitions that they are not listed as a collaborator on. Not sure what we need to remove from their access so they only see offers they are the collaborators on. Please advise
