Shift Worker is unable to view PH on His Calendar

HOw to setup a shift worker (roster worker) who can see the Public Holiday in the calendar also can apply leave on that work

Content (required):

I created a shift worker work schedule where the worker works from Monday to Sunday. I also created a calendar event category for public holiday. The issue now is: For shift worker, since they are able to apply leave on Public Holiday or Weekends, I do not assigned the Calendar of Event. If I tried to assign the Calendar of Event where it contains Public Holiday, then when this worker tries to apply leave on PH or weekends, they will get error that the leave should be on the scheduled workday. The shift workers that have this working arrangement are on adhoc
