Error assignment set for customer assignment level

Summary:

Hi,

When trying to create new row in assignment set for customer assignment level I get error as in screenshot. It says category invalid but I don't need to enter any category as assignment level is not category related. Seems like a bug but has anyone faced the same and how it was solved?
