Issue with learning functionality available in career development

Summary:

The learning section does not appear when the manager adds a goal using the "Add Development Goal" action from the My Team>Career overview page.

The notification that the employee receives for a new goal does not have a learning section.

The notification that the employee receives for a new goal does not have a learning section.


I enabled learning as per Oracle documentation and can see the section when an employee adds a developmental goal or the manager clicks the employee's name under my team and adds developmental goals.
