Language translation in oracle standard notifications

Hi,

I want to edit the rtf template according to the language of the standard notifications that I want to edit in Oracle. For example, where can I edit the Turkish RTF of the e-mail sent in Turkish?

From the screenshot I added, I select the translations step as Turkish.


I download it this way, but the downloaded template is not in rtf format.How can I edit these notifications in both English and Turkish?
