For Allocations, when selecting child value, is it necessary to specify a hierarchy?

Is it necessary to have all values in an allocation/formula use the same fully qualified hierarchy? If the member is child and not summary? Best practice to be consistent regardless?

When adding members, the hierarchies do not always drag/drop. Workaround: Click the child value, the click the qualified value and able to drag and drop with hierarchy. Highlights: Blue - available; Yellow - selected/dropped in
