Payroll Info section should be required when Creating an offer but not in Edit Offer?

Summary:

The current set up is set to Required in Create and Edit Job offer. When creating an offer, there is already a default value in the Payroll info section. When editing an offer, since it is set to required, the user has to go through the Payroll Info section when submitting an offer which cause an extra clicks instead of submitting it directly.

Is it possible to make Payroll Info section be required when Creating an offer but not in Edit Offer.

Alternatively, we are looking if it is possible to make the Payroll info section default selected without making it required.
