Receive PO/Req/Invoice approval notification in local langauge like (Spanish, German etc)

Hi Team,

We have requirement to Receive PO/Req/Invoice approval notification in local language like (Spanish, German etc).

We know that we can change user preference with local launage but we want to do it at instance level to be applicable for all users.

Any help in this is highly appreciated.
