Workforce Compensation Salary Increase for employees who are part of Grade Step Progression

Hi,
We have Grades, Grade Steps and Grade Ladder setup in the workforce structure. Salary and Hourly rates are defined at Grade Step level. In Grade Ladder setup, "Include Salary Updates" defined as "Yes", and "Salary Calculation Method" defined as "Use grade step rate". Because of this we are not able to perform salary increase through workforce compensation.
We have a requirement to perform salary increase for employees addition to grade step progression increase. Is it possible to achieve this through workforce compensation? Any other alternate solutions available?
