Mobile Career Site Footer Sublinks

When creating a Career Site for a Mobile device the Footer Sub-links do not behave consistently.

When creating a Career Site for Mobile Device you are given the option to select 5 Main Links to be visible on a Mobile device. There is an option to select the sublinks, but it is not active. We are noticing on Larger Mobile device screens (such as larger tablets) that the sublinks do appear; however they do not on a smaller screen such as a smart phone.
