Move Condition in Candidate Selection Process is not working.

Summary:

I'm trying to add move condition to CSP on Offer Phase, I dont want to "Move to HR" without completing the background check complete.

So, I have added Move condition on the last state of offer phase which is Offer accepted and defined a predefined condition to the state.

But irrespective of this condition, we are still able to click on "Move to HR" button on candidate profile.

How do i disable this button.? How to make it mandatory for the background to be completed before moving to HR Phase.
