Element is not showing up for compensation plan

Hi Team,
Greetings!
We have a new element defined to be linked with the Compensation plan.
The element details are good and are same as the element associated with another ICP plan.
But this new element does not show up when we check for the same to add against the compensation plan.
The element is valid , active and eligibility is good and all the fast formula linked with it are also valid . What is /could be the reason for that element to not show against the compensation plan for linking? Is there any other missing setup?
