23C update: Course's initial learning assignment status set to 'None', learners cannot self-enroll

Summary:

In the 23C update readiness material we are advised to set the ORA_WLF_LEARN_SELFSERVICE_DETAIL_VBCS_ENABLED profile option to 'Y' on site level, and following this step to enable the functionality is a "Take note of the current limitations" which states that When a course's initial learning assignment status setting is set to 'None', learners will not be able to self-enroll into any of it's offerings.

We are currently doing content data migration with a plan to go-live on 16th October. We have set our Default access to 'None' on Course level as we do not want learners to enroll in courses, they must enroll in an offering. If setting this new 23C system profile, our learners will not be able to self-enroll in any offerings.
