How to disable "Allow worker to update key attributes"

Hi to all,

on goal management module, as a manager, when I try to add a goal on the employee's goal plan it is a checkbox "Allow worker to update key attributes", I know how this functionality work. If I turn off the checkbox I don't allow the worker to modify the goal's key attribute and vice versa.

I want to remove this checkbox, but if I set the visibility on false, I don't disable this field, because it's ticked by default.

Do you know how to disable it before removing the visibility?
