Rate Based Salary Amount column not displaying correctly

Summary:

We are using Rate Based Salary functionality for employees in Italy and Portugal. We have noticed that when a new HCM Design Studio rule is added, that includes a Salary Block eg Promotion, Change Salary, Transfer etc that the salary area in our existing quick actions then no longer displays the input amount or rate names for our salary components. See the Promote screen shot below where the Percentage/Amount fields are no longer displayed

This is because the system appears to be inserting an EL Expression to hide these in the salary block as soon as a new Design Studio rule is added.
