How to populate description field in PO Header attachment

We are migrating PO attachments in bulk from EBS to cloud through SOAP WEB service. We are able to populate all the fields like File type, category, Title and file Name for all the attachments but we are not able to populate "description" fields for any of the attachments.

Having a requirement to populate description field on the converted PO attachments. There is a requirement from Business to get the description field populated which are unable to do via SOAP Web service.

Attached is the payload used to load the attachments to cloud (with and without populating description tag). Also attached screenshot of PO attachment UI where we are able to successfully load the PO attachment but not the description field (highlighted in yellow in screenshot).
