Job Requisition Field Validation and HDL Exceptions

Summary:

Below rule was created to validate Shift DFF is not edited for open job requisitions. Tested it and it works as expected and prevent edits to the field in the UI.

It turns out the rule also prevents edits via HDL, which is a problem we are now trying to resolve by editing the rule logic. I have tested several iterations of the rule (included below) to allow HDL exceptions, however, they are permitting successful edits in the UI (have not tested HDL yet).

How can we have this validation rule apply to the UI only?
