Disable 'Add Comment' option from Expense workflow

Summary:

We occasionally have users select 'Add Comment' instead of 'Submit Info' when replying to a request for information. Is there a way to disable the Add Comment option to prevent misuse?

I tried removing write access to Add Comment for the task in BPM, however that seemed to interfere with adding comments to any other actions as well.
