Looking for clarification on having sales people be listed as contacts vs only being resources

Summary:

We have our sales people created as Contacts in CRM. They are also Resources. When we are using the latest Outlook plugin and it is having an issue with some of our sales contacts being in CRM as Contacts vs just being a Resource (according to someone on tech support)
