Time Zone (UTC to EST) issues during BPM Journal Approvals.

Summary:

Requirement:

1. Any Journal recorded for the previous month till the 4th Business day of Current month will route to Manager Approval.

2. Any Journal entered on and after 5th Business day of current month should route to Higher level participants which are defined in Approval Group.

Unexpected Result:

Since the BPM time Zone is on UTC, all the Journals passed on 4th Business day on EST Time zone are also routing to Approval group than to Manager because of 4 hours difference between UTC & EST. UTC is 4 hours advance to EST (12:00 AM UTC = 8.00 PM EST) which is prompting the Journals to route through Approval group than Supervisory which is not expected by Client. Please note that Users Preferences set on EST time zone.
