Control Job Requisitions by Budgeted Position

Summary:

We have a requirement that the hiring manager should not submit any Job requirements if there is no available positions seats.

Currently, the application will give the available position seats in the number of opening, however when there are no seats available, the application gives 1 as default,

How can we control this, now, even if I use the Autocomplete functionality, I need data from the database.

I tried the DFF, but there is a huge limitation in the DFF and defaulted values based on the selected input in the screen
