Payroll Definition with Dynamic Period Start and End Dates

Requirement to create Monthly Payroll with dynamic Period start/end dates.
Content (required):
Client has a requirement to pay employees with the below calendar.
Date_Paid will always be month-end, but period start and end-dates vary by month, with a fixed working days of 21.5 per month.
Employees are paid in advance for part of the next month.
Before I start looking at customizing the solution using UDTs and ValueSets to store all these dates for calculations, is there a way to create dynamic Dates like above in Payroll?
Anything possible with say Time Definitions?
