Information element shows blank TRU in payroll results

We have created two information elements at payroll relationship level,to divide the family life insurance amount between two states

In payroll results the TRU value of these information elements is blank

If the same informationelement is created at assignment level TRU shows up,

can someone explain what could be the reason
