Cap at maximum of 8 hours of holiday on schedule, even if worker works more

Summary: We want to give employees 8 hours (max) of holiday time for a holiday on the time card, even if the work schedule indicates they typically work more than 8 hours. We have cases where employees work 10 hours per day, but on a holiday, on the time card, they should be capped at 8 hours. Now, if the employee works less than 8, let us say 4, then I want the holiday hours on the time card to be 4.

Is there a way to do that without a TC calc rule?
