How and in what way the status of recalled IC batch is changed to New or remained Submutted

Summary:

We noticed a different behaviour of the system, when created IC batch and before approval, we recalled it then the status remained the same /Submitted/. The same case, we recalled the batch again with the same data but the status is changed to New. We can't identify why the status remains Submitted. Nevertheless that the status is Submitted we can Reject or Submit the batch again using the task 'Manage Inbound transactions'.
