How can we view spend authorizations for other employees?

Summary: We are a large organization and our finance department needs to be able to review spend authorizations in detail in order to verify specific information in the authorization. From what I have been able to find, their is no view of the authorizations outside of the employee and the approver. This visibility will eliminate the need for manual paper forms.
