Free tier and instance notifications/rules

Hi all. I'm currently using a free tier account with one active instance and I'm having trouble with rules and notifications.

A few days ago I discovered the notifications function, which apparently allow me to receive a mail notification when the instance is down or consuming too much CPU. I tried to set up a few:


Here you can see the first field is to create a rule. I entered one, then created the notification, then created another. Since I didn't (and actually don't) know much about those "rules", I created a different rule for the second notification. I then tried to create a third rule, and I got an error; apparently free tier accounts can only create two. So I went to the control panel and deleted all rules:
