Sending attachments in emails from responsys API

We are trying to send emails with attachments from Responsys API.

To send emails with attachments via API in responsys I have to send attachmentData, that field that is sent, the file encrypted in base64, a vector of bytes or how to send that attachment? Also we want to know what is the limit in size that the message must have including the attachment so that the mail can be sent.
