How can I create a custom job Role in BI Publisher?

Summary:

I can view the Roles and Permission under the Security Center using the /xmlpserver/. However, I cannot create a custom Role as there is no way for me to see the 'CREATE ROLE' when I'm following this document Configuring Users, Roles, and Data Access (oracle.com). What do I need to do to be able to?
