Control access to the Workspace module so that a role/user cannot delete opportunities

Summary:

It is possible to control the access to the Workspace module as it is evident that a user can delete opportunities. How can we control the actions button in the table so that it does not allow to delete? is this possible? We just need to remove the option to delete or not to show the actions button.
