Blank Primary Point of Contact and Assigned Agent LOVs

I am configuring Oracle HR Help Desk and facing an issue with 2 fields (Primary Point of Contact and Assigned Agent).

Both the fields are not showing any values in the drop down and are blank. Primary Point of Contact is auto-selected on HRHD request creation but agent cannot change it as it doesn't show drop down values. As for the Assigned Agent, it shows no values.

I have tried following:

  1. Ran Synchronize User ID (with hire date of the agent having issues)
  2. Configure Adaptive Search - Republished HR Help Desk Search
  3. Have configured Queues and Agents are assigned to it as Resources
