OCI: Can't Login to Ubuntu Instance “Key_exchange_identification: read : Connection reset by Peer”

Symptoms:
Users unable to login to Ubuntu instance via ssh, and it reports an error.
ssh returns:
Key_exchange_identification: read : Connection reset by Peer
Console reports:
[FAILED] Failed to start OpenBSD Secure Shell server. See 'systemctl status sshd.service' for details.
/var/log/auth reports:
