OCI: Can't Login to Ubuntu Instance “Key_exchange_identification: read : Connection reset by Peer”

Symptoms:

Users unable to login to Ubuntu instance via ssh, and it reports an error.

ssh returns:

Key_exchange_identification: read : Connection reset by Peer

Console reports:

[FAILED] Failed to start OpenBSD Secure Shell server. 
See 'systemctl status sshd.service' for details.

/var/log/auth reports:

Oct 16 06:24:16 localhost sshd[2274]: fatal: Missing privilege separation directory: /run/sshd
Oct 16 06:25:05 localhost sshd[916]: Server listening on 0.0.0.0 port 22.
Oct 16 06:25:05 localhost sshd[916]: Server listening on :: port 22.
Oct 16 06:25:05 localhost sshd[918]: error: Bind to port 22 on 0.0.0.0 failed: Address already in use.
Oct 16 06:25:05 localhost sshd[918]: error: Bind to port 22 on :: failed: Address already in use.
Oct 16 06:25:05 localhost  sshd[918]: fatal: Cannot bind any address.
