Failed to upgrade free account to pay-as-you-go account, please help me

We're unable to complete your request. Common errors are due to: (a) Using prepaid cards. Oracle only accepts credit card and debit cards (b) Intentionally or unintentionally masking one's location or identity (c) Entering incomplete or inaccurate account details. Please try again if this applies to you. Otherwise, contact Oracle Customer Service.

The above is the error I encountered when applying for the upgrade of my OCI account to pay-as-you-go. I confirm that I entered the correct address information, a real and usable credit card, and did not use any VPN-like software, but I still failed to succeed. Please help me complete the upgrade to the pay-as-you-go account. I really want to enhance my account usage experience and am willing to pay for more services.
