Approval rule not getting trigerred for more than 1 million for Natural account starts with Z

Summary:

Hi All, We have below 2 requirements

1) If Journal amount greater than 1 million(Except STAT Currency) should go for Supervisor approval.

2) If Journal contains natural account segment starting with Z then the currency used must only be STAT and any other currency no matter the amount the Journal should get autorejected.

We have configured the rules in BPM

While testing 2nd condition and raise a Journal with natural account segment starting with Z , amount lesser than 1 million and currency as USD it gets autorejected.

However, While raising a Journal with natural account segment starting with Z , amount greater than 1 million and currency as USD it goes for supervisory approval. There is an approval rule override happening but this should not happen, So can you please help me with the same. I am providing the Rule condition configured in the content section
