Changes only Element Entry Extract shows all elements for an Employee instead of changed/new element

Summary:

We have requirement to send Changes Only Element Entry Extract to customer.

Root Data Group:- PER_EXT_PAY_EMPLOYEES_UE

Child Data Group:- ELEMENT ENTRIES.

Threading Database Item Extract Employee Payroll Relationship ID

(Object Actions) and root data group level

After running the extract in All Attributes mode, a full file is generated containing element entries of all active employees

I update the amount of any element e.g. Cola Allowance1 attached to a person.

Then I run the extract using Changed Attributes mode. I get all element entries attached to the person in extract, instead of only the changed record of element Cola Allowance1.
