How to add and display custom messages in new person Profile page

Summary:

We have built a new content section under Person Profile. Access to content section page is also restricted through custom roles. However, we would like to display a custom message for a group of employees who have the custom role but are not eligible based on Length of Service.

Content (please ensure you mask any confidential information):

This section is now visible to employees through Skills and Qualification page, however we would like to display a custom message in the page, for the employees who have not completed certain years of service.
