Manager hierarchy broken after Global transfer in workforce compensation (oracle fusion)

Summary:

One of the manager has had a global transfer . After Global transfer , this manager has a set of new direct reports.

We have a compensation hierarchy FF that always picks up the latest manager record irrespective of HR extraction date.

The GT is happening on Jan 14,2014

The HR extraction date is 12/31/2023

We ran the refresh process ( primary manager hierarchy) but the new direct reports are not seeing their latest manager in the "Administer workers" ( see the screenshot #1 below)

Now if we manually change the manager to someone else, save it and then come back and re-add the same manager - the hierarchy is coming back .
