Secondary ledger is not available to select on Inquire and Analyze Balances or SmartView

Summary:

We are in the process of creating a secondary ledger. The secondary ledger has been created, chart of accounts created, value sets created, primary to secondary ledger mapping is setup, ledger options are specified, and the secondary ledger is active. I have also assigned ledger data access and data access set to the user. The secondary ledger is not available to select under Ledger on the Inquire and Analyze Balances screen or in SmartView. Why is that? How do I get the secondary ledger to be available as an option to select?

Just a note, balances have not yet been transferred to the secondary ledger from the primary ledger.
