Can we Oracle Public Sector Licensing and Permitting's Delegation Rest API for normal HCM or FSCM

Summary:

Hi Team,

We are looking to automate role and approval delegation using Rest API . We couldn't find any HCM or Common Rest API except Oracle Public Sector Licensing and Permitting's Delegation Rest API so we would like to know the below points

1) Does it require extra licensing?

2) Is it available for all customers or only for government sectors?

If answers above points are No then please help us by providing documentation to enable this feature as we are getting the below error when using Rest API

Action isn't allowed because delegation isn't enabled. (PSC_CC-6030381)
