Preparer End date(actual) vs Shown activity date in History

Summary:

In compliance on the face of the reconciliation in the Workflow tab, we can see the preparer has submitted the reconciliation at 9:30am AEST on Oct-30. On the Reconciliation page, when viewing the Actual Preparer End Date we are however seeing Oct-31 (it is currently only Oct-30 in our time-zone).

I recall this being an issue in the past due to the global UTC time-zone, but we've used the setting (https://community.oracle.com/customerconnect/discussion/564246/ability-to-update-system-timezone) to set the global time-zone to our local zone (Sydney time).

Does anyone know why this is occurring?
