When is offer assignment created?
Summary:
At what point is the offer assignment created? Is this as soon as it enters the offer phase or is it when the accepted offer has been moved to the HR Phase?
If it is when the offer phase is entered, will the update in 23d that allows drafted offers to be returned to the prior state delete the offer assignment effective from date?
