Seeking best practice HCM set up advice working with an employer of record company.

Hello!

We are looking to work with an employer of record company (e.g. Velocity) to employ talent in locations where we are not set up as a Legal entity / legal employer. Keen to understand if any clients or Oracle have worked with an EoR and best way to set these employees up in Oracle HCM to ensure legal compliance, appropriate reporting and management of employees in HCM.

For information, we will be hiring both contractors and permanent employees via the EoR and ideally for permanent employee still use Oracle HCM to manage their absence, performance, compensation etc. However as we do not have the legal employers in those locations - could we set up the EoR as a legal employer?
